<span style="font-family: Georgia, serif; font-size: 12pt;">“Children’s Governance will let the youths experience something new in dealing with different people with different personalities, while working together in order to achieve one common goal, and that is development. It helps the children realize how important they are in the society even as young as they are, and they can do positive changes that will help the community they live in. <span style="font-family: Georgia, serif; font-size: 12pt;"><b>BUTUAN CITY, Oct. 16 (PIA) </b>- Heddy Padayhag Sumalpong, a civil engineer by profession and vice-president of Butuan Pork Producers Association, is positive in encouraging the community to venture in raising hogs the organic way.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Sumalpong has been engaged in organic hog production since 2003. “When I initially acquired my Large White breed of pig, I opted to apply organic method of raising,” she said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Organic farming is a natural way on how to raise pigs. The idea is to rear healthy and leaner livestock. Consumers are assured that no synthetic feeds and antibiotics are induced, which can cause malady both to the pigs and the consumers.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Sumalpong’s interest in organic farming brought her course to search for more techniques that turned everything to her advantage. She said that organic farming does not require intensive effort where one should spend laborious hours operating and maintaining the sanitation of pigpen and its surroundings.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">At this time, she is raising five productive pigs which are housed in a well ventilated pigpen, with a full sawdust beddings sprayed with Indigenous Microorganisms (IMO). “We prepare our own simple concoction of IMO. It’s easy and very beneficial in keeping the area odor-and-housefly free,” she said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">IMOs prevent the build-up of bad bacteria and hasten composting. Thus, eliminating the inconvenience of frequent wash-and-bath of pigs.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;"> “I basically feed the pigs the natural way, rame-rame and birds of paradise leaves became an every treat for my pigs,” Sumalpong said. She emphasized that feeds that contain chemical elements are not good to human body.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">She cited that naturally raised hogs are hardly ever prone to animal sickness. They are regarded as a healthy and tolerant hogs that can withstand variations in climate and other environmental factors.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">In a decade of organic hog raising practice, she is able to sustain in the business with a stable financial profit. Her plant-eating pigs, also named “vegan pigs” can produce a litter of piglets twice each year. “Organic farming not only triple your return of investment, it likewise assures a healthy option of buying and consuming toxic-free products,” she added.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">When asked about the taste and quality of meat from the organic hogs she produces, “a pleasant taste, fine texture and fresh smell plus low fat constitute its distinctive quality,” said Sumalpong.<b><i>(FEA/VLG/PIA-Caraga)</i></b></span></div>

<span style="font-family: Georgia, serif; font-size: 12pt;">The program, according to Dr. Joel Espallardo, Senior Reproductive Health Specialist of the Department of Health (DOH), is funded by the European Union thru the National Commission on Indigenous Peoples (NCIP) and is aimed to address the health and nutrition program of pregnant women, newly born babies and children.<o:p></o:p></span></div>

<span style="font-family: Georgia, serif; font-size: 12pt;">“Our aim here is to give enough attention to the health needs of women, their new born babies and the children in Barangay Binicalan and other neighboring barangays, where our lumads like the Tagbuligan, Banwaon, Manobo, Talaandig and Adgawan live. That is why, this program called Indigenous Peoples Maternal Neonatal, Children Health and Nutrition (IP-MNCHN) project will be implemented,” said Dr. Espallardo.<o:p></o:p></span></div>

<span style="font-family: Georgia, serif; font-size: 12pt;">According to data from San Luis Rural Health Unit, most of the pregnant women deliver their children at home, which causes high mortality among them, which were supposedly can be prevented. Aside from that, records also show that only 35 percent of the children were immunized in the area.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">In order to address the issue, Atty. Elsie Alejandro of the NCIP said, three birthing clinics/ rural health units with complete facilities will be constructed in Barangay Binikalan to be manned by midwives so that the problem on the birth delivery of pregnant women, enough health care for the new born babies and the nutrition needs of children will be given enough attention and mortality during delivery will be eradicated.<o:p></o:p></span></div>

<span style="font-family: Georgia, serif; font-size: 12pt;">“The IP-MNCHN will last until 2016 and funds will be coming from the European Union. Since this program is Mindanao-wide, together with Barangay Binikalan, the program will also start in Zamboanga del Sur, North Cotabato, Bukidnon and Compostela Valley province. The total fund set aside for this program for the five municipalities is P400 million, and we are lucky enough to be one of the recipients,” Atty. Alejandro said.<o:p></o:p></span></div>

In our last meeting, we agree to focus on these five major hazards, and therefore, we have prepared a contingency plan in order that we can immediately and efficiently respond in case these hazards that cause disaster and calamities come,” Natividad said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">According to Natividad, the updated plan covers the vision, mission and goals of the council in relation to occurrence of disasters and calamities. Considered first is the prevention or the mitigation plan, where massive tree planting and the establishment of the early warning system were considered. Second consideration is preparedness and according to Natividad, "this is where a contingency plan plays the most important role, including the forging of the Memorandum of Agreement or Memorandum of Understanding between civil society organizations and the private sector for strong partnership with the government."<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">“During the actual occurrence of any hazard, the response of the duty holders, and that is our council and the civil society volunteers comes in. We are therefore to deploy immediately the Damage Assessment needs Analysis teams in all levels in order to determine the extent of damages that the hazard brought. Response teams will also be deployed in order to handle the evacuation centers, while designating exclusive places or areas for livestock, poultry and pets in order for them not to be living together with evacuees for safety and health reason,” Natividad said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">After the actual occurrence of hazard, rehabilitation and recovery will follow in order that affected families can return to normal life and recover from loses caused by the calamity.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 11.111111640930176px; line-height: 18.88888931274414px; text-align: justify;">

<span style="font-family: Georgia, serif; font-size: 12pt;">“Here, the Department of Education plays the most important role in order that they can establish even temporary learning space in the evacuation centers. Immediate repair and rehabilitation of power supply, water and irrigation system including communication facilities is much needed. Relocation area for those whose houses were damaged and were located in hazard prone areas is of much importance for affected families to recover and live a normal life,” Natividad added.<o:p></o:p></span></div>

We are also proud to tell you that after the completion of the first batch where ASELCO excelled by meeting the target on time and returning some P2.3 million excess fund to the national treasury, your cooperative was awarded the most transparent and efficient electric cooperative nationwide,” GM Galarce said.<o:p></o:p></span></div>

<span style="font-family: Georgia, serif; font-size: 12pt;"><b>BUTUAN CITY, Oct. 1 (PIA)</b> –The Gender and Development (GAD) Learning Resource Day Care Center (DCC) of this city revealed significant accomplishments in its center operations.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Day Care in-charge Fe Techavez-Labitad, in an interview, disclosed an increase of enrollees compared to the previous year. “Our pre-school has raised from 40 enrollees last year to 47 for this school year but it does not mean we are closing our enrolment since day care center is a whole year round program compared to other preschool institutions who have cut-off dates to cater children,” she said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Labitad said the center also has undergone major makeover since the time they transferred from city hall building to the new location last year.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Labitad added that the continuing development of the center relies on the assistance from the city government, the parents and the concerned groups.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">“When it comes to sustainability of the day care operation, it largely depends on the support from the city government since this is a mandatory program directing the national and local government to established a preschool for the employees’ children based on EO No. 340 and funds can be taken from the gender and development (GAD) funds,” Labitad said.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">It was learned that the city has three existing workplace-based DCC including those at the DENR and PNP. Butuan was the first LGU to implement the workplace based DCC since 1982 and was nationally recognized since 1985 when the former Senator Letecia Ramos-Shahani provided one DCC at the adjacent building of the old Sangguniang Panglungsod.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">“Day care parents group has its vital role to help contribute a minimal monetary cash or in-kind or in a drop-in-a bucket system,” Labitad explained.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">

<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">According to Labitad, this has been her dream and something hoped for having a permanent building, decent and conducive for learning. “Our DCC served as venue for day care workers conferences in the past few months, and a training center for the newly hired day care workers especially those who are coming from different municipalities to pay visit and learned ideas and techniques of DCC operation.”<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<br /></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
<span style="font-family: Georgia, serif; font-size: 12pt;">Labitad is thankful for the support of City Mayor Amante, City Administrator Leah Mendoza and other concerned people on their concerted efforts to provide one learning school for the employees’ children. “This is one contributing factor how the government galvanizes its support for the renovation of this DCC. City councilors like Ferdinand Nalcot promised to give one unit of air conditioner; Samuel Amante pledged from his CDF an amount of P10,000 for window grill materials; Nestor Amora gave already some materials for the pathway cementing and one unit wall fan,” she bared.<o:p></o:p></span></div>
<div class="MsoNoSpacing" style="color: #333333; font-family: Arial, Tahoma, Helvetica, FreeSans, sans-serif; font-size: 12px; line-height: 17px; text-align: justify;">
