BUTUAN CITY, July 27 (PIA) -- The Department of Trade and Industry (DTI)-Caraga Regional Office entered into a memorandum of agreement with Father Saturnino Urios University (FSUU) to conduct a validation survey on the implementation of the streamlining of Business Permit and Licensing System (BPLS) among select local government units (LGUs) in the region.
The MOA was signed by DTI Caraga regional director Brielgo O. Pagaran and FSUU president Rev. Fr. John Christian U. Young.
The survey aims to assess the level of improvement in the system getting a new or renewing a Mayor’s/Business permit with LGUs that are implementing BPLS. This will be done through a face-to-face interview with 200 business owners or their employees and staff who have applied for new/renewal of their Mayor’s/Business permits.
The survey, to be conducted from July 15, 2013 to August 15, 2013, will cover ten LGUs in the region namely: Butuan City, Cabadbaran City, Bayugan City, Surigao City, Tandag City, Bislig City, Nasipit of Agusandel Norte, San Francisco of Agusan del Sur, Claver of Surigao del Norte and Barobo of Surigao del Sur.
It will focus on the level of satisfaction of the respondents as to how long did it take them to process their permits, number of steps they have undertaken, the fees they have paid and the number of signatories before they were issued with the corresponding permits. Results of this survey will be used in identifying areas that needs to be strengthened and improved by the LGUs concerned.
This project is in coordination with the Department of the Interior and Local Government and members of Regional Competitiveness Council-Caraga.
The project is part of the nationwide validation project of the National Competitiveness Council (NCC), a public-private partnership tasked to track and build long term competitiveness of the country through policy reforms, project implementation, institution-building, performance monitoring and goal-setting. NCC is chaired by DTI Secretary Gregory L. Domingo and co-chaired by Mr. Guillermo R. Luz of the private sector and former executive director of the Makati Business Club.
